Between September 1998 and July 2004, Owen was the Asia-Pacific managing director and majority shareholder of Business Information Systems Pty. Ltd. t/a Selfcert.com. In November 1999, Selfcert became a reseller for the Nasdaq listed e-learning company Skillsoft. By February 2003, Selfcert was Skillsofts largest reseller globally, servicing clients across Australia, New Zealand and Singapore.

During his time at Selfcert, Owens main responsibilities were human resources, marketing, sales staff training systems, business partner relations and general business administration. Owen, with the help of an excellent team of partners and staff, built a business that was hugely successful, maintained excellent profits and held a very strong cash position. In July 2004, Selfcert was sold to SEEK Ltd. (ASX:SEK) and was renamed SEEK Learning in March 2005.
